WHEEL pushed for longer hours at shelters and drop-in centers (so that they overlap) and adding women-only floors to low-income housing buildings. WHEEL was founded as a way to respond to the particular needs of women experiencing homelessness in Seattle, and to create space for homeless women to come out of the shadows and into leadership positions.
